Store manager will not sign off

I am trying to apply for a higher position however my store manager will not sign off on it. I am not on probation I have no write ups in my file. I am a department head and I do everything that I am supposed to do has anyone else had this problem should I go over his/her head and submit it anyways? Has anyone else had to deal with this?

Higher position as in actual management? I guess the Peter Principle might be present here, even though they don't let MD1 trainees stay at their same store.

District manager may help you move up, just probably at a different store.

Well they have switched the people in the district around. We have a new DM. Never met her/him before

Ours come into the store once in a great while, but doesn't have a flag on his head that screams "I'M THE DM" or anything like that. The easiest way to contact the DM is to look for an opportunity posting in the break room (should be in your store or a store very close to it) and e-mail him/her with your questions.

Contact somebody who would be involved with approving/denying your transfer. Fill them in on the situation and ask them your options. They may accept it unsigned or signed by a co-mgr.

if your store manager is ignoring you then as a department head your next hope is your coordinator. If they don't know you well enough then start talking to your district manager or yoir division's HR manager.

The district Cordinator and I get along just fine so when she comes back from vacation I'll think I'll fill her in
