I love how helpful this community is. To answer OP's question, it appears to simply happen at random to random people. It shouldn't be only confined to you as I also have this issue. For me, everything worked fine yesterday, but now I'm unable to access Career Opportunities or HR Express. After some repeated trying over a course of 5 minutes, HR finally worked. It would appear that the coding for the portal is simply atrocious.
Good Luck with it, and just keep playing around on it until it works. Or access it from work if you have a chance after your shift.
