Question:  Can an employee sign a full time bid for a position other than a department they're working in?

I've been told I can't interview because I don't have skill and ability in that department but I've been working for the company for 5 years.  Can I only sign bids for the department I'm currently in?

You can sign bids but you're not likely to get it unless you have experience in the department.

Sign the bid anyway.  You never know who is or is not going to sign it.

If you are a bagger/cashier, sign any bid in the store.  Occasionally, the managers have the front end people do the prime time review.  It gives them a little experience with the CAO.

If you can stock a potato, you can stock a box of aspirin and a can of ravioli and a bag of cheese and a frozen dinner.

I signed a bid for a dept I worked in before I became full time in another dept.  I don't think it was even faxed off to district.
