Find a copy of your contract book. It should say whether or not vacations can be carried over into January. Many stores allow this because the fiscal year for Kroger in many divisions, if not all, starts in February. There are 13 four week periods a year. Period one starts around the first week of February. Period thirteen starts in January.
if it was your one year anniversary in november you did not have a vacation until january of the following year. so you did not lose one.
all employees hired after september 1 are not entitled to a vacation until following year

How many weeks vacation do you have? If it's only one week, you took it. You won't earn another week until November. I'm not understanding what your "normal" vacation is if it's in June. How many weeks vacation to you have? You don't get to start in November and get two weeks vacation in 8 months.

Ok. So get hired in November! Work one year, take a week off in January then another week after that. Then quit. You've got a free weeks vacation and you didn't have to work the whole year for it. (Regardless of whether they pay you for it or not.)

File a grievance. That's almost half a year you can't take a vacation. How in the hell do you go snow skiing lol? I'd also look into that hour lunch if that's still in the contract lol! Tell them you'll be taking that from now on and to adjust your schedule accordingly.
I swear I think the only thing that's going to stop Kroger and the Union is a nice class action lawsuit. Breach of union contract. Rampant harassment in violation of Kroger company policy. And on and on and on.
