Ok, I am a bagger And it seems as of late, the checkers seem irritated with me. The reason being is that I let them clean their own checkstands from trash. I'll restock if necessary, but cleaning their own checkstands I let them do. I stopped doing it for them because they ALWAYS left it a mess and called me over to clean up after them. how is this fair? I have my OWN areas to clean/work on: bathrooms, store, breakroom, cart corral, outside sweeps by door, inside enterance sweeps, carts, go backs, etc. Why can't they take a few min in between customers to clean as they go? Or am I expected to clean up after GROWN men and women in THEIR assigned checkstands? It's bad enough that I have to clean up after them in the breakroom.
So that's why my thinking is: if you work a register, then YOU are responsible for making sure it is kept clean.
You can't dictate that anyone keep certain areas clean. You can ask the CSM if they will dictate it tho. So use caution how you put this plan into action.

Make sure you are going into some kind of higher education if you are educable. Then you can be a thinker and dictator of policies.

Back when I was a checker, we cleaned our own checklanes. I agree, it is pretty lazy not to clean your own checklane when you're not busy.
When I was cashier I would clean my end of the belt and the scanner. Then I would hand the paper towels and spray bottle down to the bagger and tell them to clean their end, including the shelf underneath. Most would help out, some wouldn't. It's both the CC and the cashier's responsibility to clean the checkstands. So split the cleaning between the two of you.
If the cashiers aren't cleaning, wait until a manger is near and start cleaning your end. Right in front of a manger hand the bottle and paper towels to the cashier and say "here's the spray and towels so you can get started, thanks".
Another thought.....you could always let the cashier bag for you if they won't clean lol! Just grab an item and turn to the customer and say "miss, I'm sorry but this bread/bag of chips/etc. got smashed, let me get you another one." Then take your time getting it so when you return the cashier has already had to bag all the groceries. Then you can smile, whistle a happy tune and pull out that cleaner and start cleaning - your end of the register lol!
Check the schedule for the worst cashier coming in that day. Before he/she gets there pile up a bunch of go backs on her end of the register. Let her work in a big mess for awhile. Hide her register tape. Take her pen. Then clean and smile and whistle.
