I sympathize, really I do. The two reasons are Probably: PAPER is plentiful and relatively cheap. Paper is considered "eco-friendly, green".
Also, the more flour that is spilled, the more customers will have to buy to make up for the lost product. Hmmm. Also, remember it helps to encourage our Kroger customers to buy Already Made Bakery products.....don't bake your own, buy our cakes, pies, donuts, breads, whatever!
