It's actually hard for bad department heads to get demoted unless they are unlikeable. But yes, you can only fail so many times until they HAVE to remove you, even if you're a charismatic super model who looks great in the store uniform.
Yes the store walks..the head said if they fail again they will get rid of him and his crew and rebuild the department but I don't know how true it is

If you are union, never call in, never break rules and doing your best with what you are given to work with, then they will have a hard time getting rid of the entire department. Never sign write-ups ever. If it is a serious write-up, call your union steward to get it dismissed.
They can demand the Department manager step down. If the Dept. manager refuses, the store managers can make them miserable. The Dept Mgr can make the workers miserable too.
If the store manager is really pissed off and determined, they can find ways to get rid of people with write-ups.
