Technically, I have been working for the company for 3 weeks but I have recieved absolutely NO hours. I have called repeatedly to speak to supervisors and managers only to be told that no one knows what is going on and hours are slowing down so their not sure what management wants to do with me. I just got hired and I was depending on at least the guaranteed 16 hours.

 Call the store manager and ask him what to do since nobody else knows.

Find another job.  The only reason they hired you is so they can split up all the part time hours so nobody gets health insurance.  They cut hours this past week and that's why you haven't been given any hours.  When they increase the hours, you'll be put on the schedule so none of the part time people will have enough hours to get any benefits.

if you have any unavailable hours you can, sometimes, be given 0 hours. With full availability you are guaranteed the min amount of hours, depending on contract.

What I find odd is that I was told about being required to work a minimum of 12 hours/week just to stay "employed" with the company. It's why they give the new hires who don't perform well just the bare minimum of 12 hours scattered throughout the week, hoping that the new hire would quit. And while yes, not being scheduled for one week is a norm, often times it's just that: one week, two at the longest.
