When does staring become harassment?

I have this department manager (male) who I constantly see staring at me (male) at the corner of my eye. I am a night grocery stocker and he is the grocery manager. He sucks at what he does and is a newbie who started at my store a couple months ago. He knows I do not like him and I try my best to avoid him. I am a very good worker and give no one any excuse to need to "watch me" or "keep an eye on me". THAT IS WHAT THE CAMERAS ARE FOR. Yet, THIS guy is always staring at me. It is a TREMENDOUS pet peeve of mine to be stared at. AT LEAST SAY SOMETHING! WAVE! SAY SOMETHING!! And stares at me OUT OF 5 OF MY OTHER NIGHT STOCKERS. No matter what aisle I am stocking, he will purposely begin at that dump bin area located in front of my aisle and tries to act super interested in that dump bin area, but then he spends the most time taking peeks into my aisle while working slow as F#CK. Or sometimes I will be followed to the back by this guy as I am about to bale my cardboard and he will act as if he needs to get something from back there. It is ridiculous, and it is to the point where I wanna be all like "WHAT?? WHAT IS IT THAT YOU WANT?? WHY DO YOU KEEP STARING AT ME?". But I know he will probably squeal like a b#tch to upper management or something. 

 

So the question I have is, at what point is staring considered harassment? Will upper management give a crap if I were to go to them with this issue? I understand that it can be a bad thing for a male to stare at a female colleague. But what about male and male? As I said, my track record is CLEAN and I give no one any excuses or reason to have to watch me. And yet this idiot keeps doing it. Just silently watching me. Sometimes he will say good morning to the other stockers, skip my aisle, and go chat with the stocker in the next aisle. It does not phase me not one bit. But I just want this staring to stop....

Why / how does he "KNOW" you do not like him?  Other than him staring at you, exactly WHY do you "not like him"?  Have you been cold, or smarty, or stuck up, or demeaning to him?  You should always give a new manager a decent chance, don't just start "hating" on a person without good reason..... Have you listened to "gossip" about him that has turned you against him? 

Are you rather good looking?  Your post is similar to a post from a stocker several months ago that related a similar scenario. (I think it was a stocker?).  

Either 

1) He has a crush on you and can't keep from looking at you, and finds reasons to be near you.  

 

OR

 

2) "Something"  (what??)  about you just "bugs" him and he is looking for a possible reason to complain about some aspect of your work . 

 

Can you elaborate a bit on him and yourself.  Age? Appearance? Nice looking?  Ugly?  Skinny? overweight?  

Your post leaves ALOT of unanswered questions...............

So the question I have is, at what point is staring considered harassment? Will upper management give a crap if I were to go to them with this issue? I understand that it can be a bad thing for a male to stare at a female colleague. But what about male and male? As I said, my track record is CLEAN and I give no one any excuses or reason to have to watch me. And yet this idiot keeps doing it. Just silently watching me. Sometimes he will say good morning to the other stockers, skip my aisle, and go chat with the stocker in the next aisle. It does not phase me not one bit. But I just want this staring to stop....


 I have a similar issue with a couple of coworkers that stare at me their entire shifts. I have stopped speaking to them because of their rude behavior and I have come to the conclusion they have a crush on me. One is male and one is female.  It'd really creepy because they try to get into me field if view, no matter where I am facing.

 Maybe he thinks you're staring at him.  You wouldn't have noticed him staring at you if you yourself hadn't been staring at him.

Ignore it.

If you are doing what you are supposed to be doing, then you have nothing to worry about.

How long have you been on night crew?  If you are throwing 60 cases an hour and able to condition each aisle quickly, then maybe he is trying to figure out how you are able to get more done than your co workers.  Who knows?  Most night managers, including myself, are too busy throwing stock and don't have time to watch everyone. 

We have to fill out A survey/baton each shift.  It shows the times for each person in each aisle.  I casually watch newer employees to

see where they are wasting time doing double work.  I am supposed to give them a progress review after 15, 30, 60 days.

I also make sure they are conditioning correctly.

If you are badass as you say you are, then maybe he is wishing Kroger would hire more workers like you...

If he makes a pass at you, then deal with that then.  Politely turn him down or ask hr to transfer you somewhere else.  Maybe show photos of your gf or significant other to everyone.

 Dude is probably gay. And that staring **** is so annoying. But Kroger employees are creeps, it's like they go out of their way to hire the lowest scum in society
