During the corona virus when grocery stores are profiting so very high....over ALL BUSINESSES IN THE WORLD...they go as low as if consumers dont notice and lower mini carrots that are normally 16 oz to 12oz and still charge the same price. Really? I remember during the recession, around 2009 they lowered frozen vegetables the same way and charged the same...then hiked prices. No other grocery chain did this and they still do not. I think that Kroger is cheap and greedy and you big shots should be ashamed of yourselves. I have experienced very poor cleaning policies...dirty rings around the toilets...extremely filthy bathrooms. It looked liked the restrooms werent touched for days and this is no joke. The snacks and chips taste of low grade produce, like peanuts, chips pretzels are disgusting.
btw...All other grocery stores except Kroger, kjtpm that sell frozen produce that is store brand have not lowered the ounces nor raised the the dollar amount. During the corona virus, other grocery chains are are giving their employees $2 raises.
Manufacturers do that every couple of years. Tuna used to be sold in larger cans. They were reduced a few ounces and then sold at same price. Same with every product in the store. That is probably due to inflation and cost of production.
I heard that price gouging is buying something at retail and then selling at more than 20% mark up. More than that and the Attorney General will come knocking on your door.

Yes, this thing goes on all the time........packages of everything are often being reduced in weight. Such as ice cream, remember when it was either a gallon or a half-gallon. The "half-gallons" are mostly somewhat smaller now.......forget what the exact weight is.
But this kind of thing takes quite a while to implement........new packaging etc. (To the OP) I doubt if what you are seeing is a direct result of the Coronavirus, it was probably already in the planning stages long before this came up.
