She has to sign a paper and give it to them stating her reason for leaving the house, whether it's to walk her dog or something to run and errand. You know whatever happens in Europe eventually comes to the USA. Just be warned.

Not enough military to even attempt that in every state.
There's too many citizens to thoroughly enforce it. Should push come to shove. Ask your employer to write you a note that says you work for a company. Hall pass basically.

There is enough military, national guard, and police to seal off all of the interstates and state highways. But probably not enough to seal off all of the residential roads.
