No such thing. My store has been told to use your best judgement when returning items. Hope it does though one day youll' really need to return something and you'll be told you're SoL.
If Kroger is stupid enough to take back the items that people were panic buying in the first few weeks of the pandemic: toilet paper, disinfectant wipes, hand sanitizer, canned goods, pasta, rice, dry beans, water, tuna etc. It will be a disaster of epic proportions!
Enough customers complain, kroger may cave in and start refunds. However, I would NOT. If a customer is panic buying, and then finds out things are slowing down, then they can keep their items and be happy with it.

They should have to keep all the toilet paper and other stuff. Why would they take back stuff that people have touched and had in their homes where people might have been exposed to the virus if someone else was sick? and risk COVID coming back? Thats the dumbest idea ever. People shouldve thought of that before hoarding stuff.

Right. All those returns should be denied! People took a chance to panic buy so they could be prepared but now they figure maybe I over did it. Too bad but look at it this way you rude ass customers now you dont have to shop for TP for 10 or so months
It feels like they are going to have to offer returns again soon. Probably the minute Walmart does.
But what do the beancounters even do all day? I wish one would look at the numbers and tighten down the policy. Something like no returns or exchanges over $5 without receipt, store credit not applying to booze/smokes/lottery, etc.
Our store's returns are still off until the government gives the all clear. It's nice as we don't have people scamming the system. The horrible part about it is that word of mouth will get out and we'll be slammed with b-i-tch-ing people complaining about their returns and having to hold onto them for 5 months. Well let that be a lesson to people to pay more attention to what the f-u-c-k they buy.
Regulars that use to purchase items then return them like 5 minutes later hate this rule but we tell them f'u'c'k off professionally the first time as it is the second time third time politeness is gone. Customers are being more careful about what they purchase now. We had kids come in and find the maximum allotment for a return and get cash that way. Good lord this is theft regardless of how you look at this. Say what you want but god will judge you one day.
