When I did the pre-employment training, they said I could transfer and "have a job waiting for you." It was one of the reasons why working at Kroger appealed to me. Talk to your manager he will call the Manager at the store you want to transfer. But Los Angeles does not have Kroger. It is under another name owned by Kroger. It more that likely will be Ralph's owned by Kroger. And their is about 20 stores in the Los Angeles area.
Yes, you should be able to "transfer", but because of differing Unions, not everything will transfer. When transferring to the new area your wage and seniority will change. Remember, wages are higher in CA, so expect a pay cut, but then also remember the cost of living is cheaper away from the coasts. I would suggest figuring out what area your wanting to move and call the stores around that area. The STR Manager is only going to contact the store and start the official process, seek out the store. Plus, if Smith's HR picks the store, they will most likely place you in store needing people, not a store that you might want to work out.

Go to store (if local) talk to manager. Request them to sign transfer paper on spot. Generally they will.
If not local. Ask the manager to call the store and put in a transfer for you. Manager is clueless talk to your hr individual.
Next imply what position you'll be taking. If you have lots of experience you can pretty much transfer into any position then transfer around as positions open. Some times you need to get the cr-ap job to get your foot in the door then you can transfer around as positions open. They should be able to transfer you into the same position. Unless it's a unique position that only requires one individual to do it and position is already full.
I've worked with a lot of people who've transferred around and it's really not difficult. If the store is denying you the opportunity to transfer and they don't say their full on staff then inquire why. If they say some b.s. like we don't want you then get the union involved. That's how I got my store to transfer me out of a c.c. position in which they where holding me hostage in for 5+ years until I got the union on their @$$ and told me to give me a try in another position. Once i told them they were holding me back due to my disability they got on their a-ss like that.
