The store I work at has a regular who comes in once or twice a week. Nice guy, if not a little off his rocker. Until I found out one day that he likes to run a scam. It goes like this.
He will get just a few groceries. Goes to a lane. The stuff is rung up and uh-oh, he can't pay with his expired-for-however-long debit card. Although he has food stamps. Since he can't pay he hopes that someone will be kind enough to. Now here is where it gets strange. He refunds what he just got, takes the cash, and uses it to buy lottery tickets. He has done this several times at the same place.
One question is that why didn't he just take the groceries and leave? Or just get what he really needed with his food stamps? And why not just simply save up a little for the scratch offs? There are probably other ways to do this honestly.
Don't try to justify what he is doing, people do weird things to get what they want. In reality, in this position I would call him out and make it know to him that I knew his scheme. If someone is going this, I bet at some point he most likely also "sold" his SNAP benefits in some way. If I was there when he was trying to pull this, I would either tell the customer behind him that he "does this all the time" and or make it know that its a non-refundable purchase and write that on the receipt.
In reality, if your in a lower income area, Lottery sales are actually higher and played by individuals with limit incomes. Hell, some people on fixed income will use 25%+ of their monthly income on Lottery.
This isn't strange. It's pretty common in my area. We actually wrote an employee up at my store using his disability to scam customers out of groceries. He'd try to pay for lunch but couldn't. He'd act all pathetic and hope someone would pay for it. 9 out of 10 times someone would. That's the sad part. I'm highly functioning but this was clearly a scam. It violates krogers integrity policy sheet we all signed upon hiring.
My last location people abused the food stamp privilege. I asked a customer who bought $400 of high quality end meat every week. He said he'd rather live on sushi and high end meat and not work. Instead of working and living honestly.
A regular family at my location the mother is sort of a drunk ass hole. She will use her ebt card to buy food but not spend one single cent of her money towards groceries. Any money she earns she spends on liquor and booze. Every fu-cken week.

If receipt shows EBT then it should be no refund if something is bad like spoiled then a store gift card should be used. I think it should be illegal to buy items with EBT and then get a refund for cash.
Regardless, if the item was purchased with SNAP, you refund the EBT.
A gift card is cash. Food bought that was spoiled still is refunded to EBT. Under no circumstances, receipt or no receipt do we refund customers cash for any items purchased with SNAP.
