I was at a walmart in KY and due to them having a flood recently they started accepting SNAP for hot meals, I wonder if kroger is able to do the same thing.

Idk, that sounds like its up to SNAP (ran by the Government), and the companies have no say in it. My only guess is that the government allowed it, since KY declared a state of emergency.
It depends on the government because SNAP/EBT is a government run program. If government says yes, give hot meals to SNAP users then that's what Kroger has to do, even if they don't want to. Usually the government will send out the ok, and corporate will send out a bulletin to all kroger stores saying what to do.
Hot prepped food is not considered a food card item due to the tax. When you set this up you are generally asked if you want stuff like this and you need to check that box. I know energy drinks to be applicable on ebt cards but they have to check the box that says yes please cover it.
We've had cashiers override the hot food tax and ring it as cold items when I was a bagger. The customer clearly got a hot sandwich and then removed the tax so it rang as a cold sandwich. U didnt say anything because
A) it wasnt my business. They would get caught eventually.

Generally no. As it is considered a prepped item and thus a luxury item. It's also taxed. If you have your ebt card set up to allow you this stuff it should go through. Generally when you set it up they'll ask you a long list of whinded questions.

Generally prepped food isn't allowed you can try. Please read the snapa rules. You can find them online or they would of given you a paper providing this information.
