I have visited other stores and they seem almost the same but different. Is it the ingrained kroger culture or the store itself?

All stores are terrible. Some are better at faking it.

That's the "One Kroger fits all NO MATTER WHAT!!!" approach.

How well an individual store can fake it at the instantaneous moment of corporate enforcement is a different and unique subject.

Close, constant surveillance, yet nothing is known. The entire company can be made to turn on a dime, but experimentation to discover what is possible goes on constantly everywhere. A lot depends on what law enforcement authorities will tolerate. Kroger is a front. Blame directed down, credit upward. Ugly f--cking s--t!
