The old system you use to be able to view them from the server and now you can't. I'm not always on a computer I wish to download my pay stubs to (ie the company computers, public computers at libraries or even on a tablet) that doesn't allow downloads. How the hell do you view paycheck stubs without downloading them? Another wonderful half a$$ed move by kroger.

If the pay stub is in pdf format Android Phones and Tablets have a pdf viewer. And I am sure Apple iPhones and iPads also have a PDF Viewer.
