They are the people *over* the Store Managers. If you get into a grievance that results in a meeting with your Union rep and Store Manager, Regional HR can be VERY helpful in your case. That has been my experience in the Local 1996 Atlanta GA area. If they come in for a visit, introduce yourself, as you never know when you might need them.
Also get to know your union rep they'll be more comfortable talking to you and vise versa. When issues happen they might favor you in getting that issue done more quickly or pull a few strings.

Our union rep in the Local 1996 Atlanta GA area is a PIT BULL. She can disarm any manager and she has won 99 percent of grievances. She recently had a case where $1000 was missing out of a register and she told me "I am going to win that one too!"

I'm from the west coast. The Regional HR at my store is racist and lives with an mindset that feminism is frown upon. Pretty much it's a man's world and women are the visitors.
