People coming to work sick due to the 3 day rule

People in our store are coming to work sick due to the 3 day rule that says you have to get a doctor's note to return to work if you are out 3 days or more. My manager is also sick too and went home early tonight. Why does Kroger do this? Many employees don't have the money for a doctor like me!!!
