Our store is in the middle of a major expansion.  The expanded deli and bakery sections opened in January.  You would think they would have hired and trained people to fill all the necessary positions weeks in advanced, but no.  We have a deli manager and a bakery manager but no one in back up.  So far the only ones who have applied have been completely unqualified.  One woman who applied has only worked in a deli for a few months.  It was a much smaller store too.   This one guy applied and he had never worked in the deli at all.  Before Key Refailing came along you would have several qualified people fighting for a back up department head position.  Now, the people who are qualified don't want the job because of all the hassles with Key Refailing.
