what is the top out rate for assistant and department managers

As of right now,

Deli Meat, Produce, Grocery, Drug/GM, Customer Service department heads get paid 

A $18.85

B $19.00

C $19.20

D $19.40

E $19.65

The actual amount is determined by store sales.

Assistant department heads receive 75 cents over their regular clerk rate.  Upon being certified they move to one of the following rates:

A $15.95

B $16.10

C $16.30

D $16.50

E $16.75

Head Dairy receives 75 cents over regular clerk rate.  Upon being certified they move to one of the following rates:

A $16.75

B $17.15

C $17.50

D $17.85

E $18.25

Frozen food and scan coordinators receive 75 cents over regular clerk rate.  Upon being certified they move to one of the following rates:

A $15.95

B $16.10

C $16.30

D $16.50

E $16.75

 

The rates above are the new pay rates.   In some cases, if the person has held the position for a long time, they fall under a different pay scale.

do you start out at bracket E for assistant manager  when you get certified or do you work your way up with pay raises to that amount

As stated, your rate of pay is determined by your store's sales.  A department head at a store that takes in only $500K per week might be placed in bracket A.  A department head at a store that makes over $1M per week might be place in bracket E.  The theory is the department head who works at a busier store has to deal with more people and more responsibility and therefore should be paid more.
