We have had so many management changes once we get a few meetings in a mgr transfers and we go dormant. How active are the IC's in your store and do they really make a difference in your store? It seems our store we are just spinning our wheels and not doing anything
Stores in my area did away with Cultural Council (which I assume is a variation of what you're referring to) two or three years ago.
This sort of thing is a good idea (in theory) but because Kroger was never really serious about it, it obviously went no where and accomplished little or outright nothing.
I don't know the store I'm in has one or not. my first store took it seriously. My last store technically had a council and where I am now I think it disbanded because of drama with the members. Lol

We sign regular safety notices like this. Everybody where I work thinks they're bull**** and are never read, but I agree with you: they're intended to protect Krogers from being sued by you if you are injured.
I read them, every time, no matter how impatient my super gets. And I note deficiencies and initial them: kneepads not fit for purpose, milk crates provided instead of step stools, and so forth.
Protect yourself. Krogers wants you to sign them for their benefit, not yours. They are only bull**** until the day you get injured and demand compensation.
Don't sign, or note appropriate exceptions. In this case, if they haven't really given you the training, write it on the form, initial your objection, then sign.
