No more medical Part-time insurance?

I am a part timer, been for years. I'm finishing up school. Anyway, this 2018 open enrollment is the first time I do not have the option for medical insurance, just "ancillary insurance" which only includes dental and vision but not medical. Is it because I have been working less hours on average this past year or because Kroger is getting greedy?  I was going to quit in 2018 anyway. Just wondering.

Part-Time Insurance is still available, I believe in my area you have to average 20 hours a week to qualify.

In my division part timers had to work an average of 18 hrs since LAST October. Retroactive. To be eligible in 2019 PT employees are required to average 24 hrs from October THIS year to October next year. Quite a few employees are upset that PT employees are still given only 12 hrs. a week with no chance of qualifying next enrollment period.

If I was only working 12 hours a week I would be upset too, but I would also be GONE!  But then I would also be the one that is call daily to pickup a shift and doing whatever I needed to do...to get the hours.   If your only working part-time why do you expect to be able to receive insurance?

I'm a part-timer due to having a second job and going to school and I get medical, dental, and vision. I'd check with your union steward if I were you. If they can't help you, they'll be able to point you in the right direction.
