Customers not allowed to take carts out

We got notice on the front end that we are to tell customers  that they are no longer allowed to take their small carts outside anymore to unload their groceries.

Is this something Kroger is doing  companywide? I don't see this as good customer service .

I'm sure this isn't a company wide program, but think about it. How many people use a small cart which would have used a hand basket before? How many times have you seen someone with a small bag push the small cart to their car? You might suggest it, but its kinda hard to tell a customer they are not allowed to do that.

Those short double decker carts?

That's a fantastic idea!

The homeless around here love them since they are easy to lift over the wheel-lock wire.  Every single one we ever receive is immediately stolen.

 That's one of the stupidest ideas I've ever heard of.  I use those carts all the time.  Sometimes I'll have 6 or more bags to carry.  Usually a couple of them are heavy things like 2-liter soft drinks.  Am I suppose to carry 3 bags in each hand and be able to unlock my car too?

That this is even happening shows how out of control theft has become.

 If i had wanted a big cart, I would have grabbed one in the first place.

I have never heard of this although it could be in response to a possible theft problem-we have many missing small carts out of our store
