Well, of course it does, lady. It's simple, we have a limited supply of these items. And because of that, each customer can only get one per day. You can't just buy however much you want, it wouldn't be fair to the other customers who would also like one. Oh, really? It still doesn't make sense to you? You don't understand the concept of sharing? It's just all about you? Oh, okay.

The Kroger locations I've worked at and the current store I'm at generally don't enforce limits. Management would rather make the sale in front of them now than worry about making possible future sales (which may or may not come).
'Cause let's be real; the majority of people that come in and complain about stuff (like sale items being out of stock) will still continue to shop and spend money at Kroger. Same at any other store. People complain, get it out of their system and may even claim how they WON'T be back - only to see them shopping in the store a day or two or week later again.
No point in trying to follow/argue policy with a customer when management isn't gonna back you up. Not worth the aggravation, especially at what we get paid.
