Kroger rarely if ever enforces limits. Front end sees it all the time as does the departments that stock products that get WIPED OUT by a handful (or fewer!) of customers. Kroger isn't gonna pass up money. If one customer wants to buy ALL the hand sanitizer the store currently has on hand that's guaranteed sales/money right then and there.
