One of my co worker who works barely 20 hours and sometimes she gives away her shift. Still she gets company benefit. The things is we always need help but she does not care. Who should I report?
Tell your STR MGMR or HR MGMR, just depends on who you might think would tell here how its going to be!!
MGMR's/Leaders are there for people that want to be there, and will try to make the job better. The job is what it it, if you don't want to be there/do it, MGMR's don't have time for that and normally can find someone else willing to take the hours/do it. If shes barely working, she most likely wouldn't be missed.
It all depends on the Union Contact and if she is FT or PT. Benefits are not guaranteed and normally depends on the amount of hours you work. Yes, she might keep them now, but after the 1st of the year she might not qualify for them if her average is below the threshold. Department Leadership or STR MGMT should make her work her scheduled shifts, write her up if she calls in/doesn't work her shifts, or get her to change her full time/part time classification.
Its one thing is something comes up and you tell the person to find someone to work their shift, its another if its always happening. If Full Time she needs to talk to HR about getting reclassified as PT, if PT and barely working, I would just stop scheduler her or barely scheduler her. Before doing all this I would request she update her availability and understand she is expected to work whatever shifts she is scheduled.

Do part-time workers not have access to the same benefits? I'm confused
Depending on the Union Contact, there is Part-Time Benefits. Normally, these benefits include personal health insurance when working X amount of hours after a few years with the company.
I have coverage for part time. I had to work there for a year but didn't average enough hours, so I could only get vision and dental. After my second year, I finally had enough average hours. Then you have to wait until the next enrollment, and then wait until the first of the year for it to kick in.
There was a lot of debate as to how many (average) hours you had to work. I may have heard 20? Someone said 30. Others said 24. I was told that it's definitely 24, but who knows.
