Why would an Instacart card that is swiped not work if the customer had paid on their end? We have had several of these orders not go thru with our cashiers.

Usually, the customer (not you) has to call in to Instacart and have them fix something on their end.
It could be a demagnitized card.
Maybe the customer needs to wipe down the pinstripe on the back and the chip (if it has one) on the front.
We've had those problems before and the INSTACART customer asked if we could "override it" to make it go through. That was answered with a quick "No."

There is a daily limit on the amount of swipes it will accept per day but the limit is separate for credit and debit swipes. If they were swiping previously as credit tell them to try running as debit and vice versa.

 There are a few differing issues what could happen.  If the register screen is saying "Declined-Contact Card Issuer", there is an issue with the amount with the amount or Instacart shopper did something wrong.  if the register screen is saying something long the lines of "Limit Exceeded", its do to with the Instacart shopper doing multiple orders already in the day.  Have the Instacart shopper rerun the transaction and key in a PIN number to use as DEBIT.  The default PIN number for all Instacart cards is 5454.  

There are register security blocks on all cards preventing them from being used an excessive amount in one day.

OK another question-why would an Instacart card come up invalid when it is swiped? Abuse or Instacart employee trying to get groceries without paying tax?

 Invalid? What did is say on the register keyboard/touch screen? The cashier would only see "Declined, Contact Card Issuer", "Exceeds Limit" or maybe "Invalid Entry" is the card reads wrong.  The Instacart card is just like any other debit card, except its authorized with a set amount for each order.  For each order the card get a specific amount of funds for the items, taxes and anything else associated with buying the particular items.  If its declined its possible the shopper added additional items that were not ordered by the customer or another issues occurred.
