Kroger will tell you that it's best to scan, finish the transaction, then bag. The longer you're inside of a transaction the better your ELMS score will be and the better it looks on paper.
However, for a better customer experience I find that a mix between the two is a better option as you and the customer have a much better time in the checkout line. You don't get extra pay for having a lower score and you can't be fired over it (as long as you're outside the probationary period) so why bother making the numbers look better when you're focusing on the customer.

I don't think he meant on a register, he meant as a clicklist picker. And i assure you, bagging as you go is much better. Bagging at the end means you're touching the product twice, and takes double the time.
