I applied to the wrong location and already passed the phone interview, If they email me with an application time should I decline it or should I just revoke my application now?
The proper thing to do is to call and let them know that you don't want to work there before they start scheduling your orientation. Technically you're not an employee until you sign the paperwork.

Call the person that you had the phone interview with and tell you reconsidered and no longer which to apply for that locations. In reality, depending on the stores staffing needs they will pull applicants from one locations and try to place them at others.
Just go to the location you desire and tell them you placed your application in online. It's as simple as that. The store you apply at might not be the place where you get the job. You can always transfer after day 91 to another location.
