I would have told her she had to stay over 2.5 hours. You get a break for every 4 hours of WORK, or whatever your state's labor laws are

You were in the right by telling them no. At the store I work at if I was late and I asked if I could work my full shift I would get my breaks accordingly.

I am a little confused here. The FES asked you a bagger for a break? The FES should be able to take a break whenever maybe her shift was only 2.5 hours because maybe she worked over some days?
Never count your Chickens before they hatch not being rude just saying she was the FES so she can take a break. And some places after 2 hours you get a break.

No I was a little unclear. The fes had left, and a different coworker wanted a break. Also, I am no longer a bagger, she was running u scan and wanted me to cover I just haven't changed my name as of yet
