You can report people like this to management. If enough complaints are taken they'll take action. Unfortunately due to union jobs it takes a shi--t load of complaints before anything gets done. If it's really bad and you can't wait 2 years for them to do anything about it file an ethics report. Then it's in writing and management must do something about it asap.
