Why is it so hard to get problem managers out of your store/fired?

I work in the Local 1996 Atlanta GA area. We have one woman in our store that has racked up SO many complaints and last year someone took her to court for what I believe was harassment. Our co-manager can't stand her and I notice our store manager takes his time in responding to her inquiries on the walkie. If we had that many complaints we would have been fired a long time ago. Several people in our store including a closing manager said "someone high up in the company is protecting her." But why?

 Retail seems to be the worst industry for this kind of thing. There are any number of reasons. There is an over night manager at my old store who was on days when I hired in years ago, but got bumped to nights----which is a typical move for sh!tty managers in all industries. The reason they stay forever, from what I've been able to determine, is:

* in spite of their sh!tty personalities, they're 'good earners'. They make the store good sales.

*they're related to somebody big in the company.

* upper management as a general rule will back each other against hourlies no matter what. They all themselves won't even like the manager in question, but they stand together any way. They're like cops that way.

* they're f u c k i n g the right hight-up/s. ----This is the most common reason. 

Had another manager at my old store who was just wretched. Genuinely loved tormenting and abusing people, truly got off on literally mentally hurting folks. She finally got fired a coupla yrs ago; her alcoholism finally caught up with her, and she got sloppy enough that her bosses couldn't keep covering for her.

 Mine is black,gay and has an abnormal boobs and a left side ass cheek that is smaller than the other. Also has yellow teeth and no their not gold

 Wrong.  The words black and white refer to colors.  The words Black and White refer to people.
