No one said anything about slacking off. Since the person in question is the first one in the department, there's no one there wondering when their relief is going to show up. As long as they get their work done on time, it shouldn't matter. People do it all the time. Regarding the original post, maybe it was easier to change the person's start time than it would have been to try to find a replacement to do that person's job. They say everyone is replaceable, but there are three jobs that are difficult to replace: butcher, cake decorator and baker.

He's stealing our department hours by putting in a ton of un approved o.t. Most people stop working at end of scheduled shift he never does. He's always tardy up to 30 min and they've changed his schedule to accommodate. This person is protected by favoritism. Don't go phrasing a bad habit. This guy wouldn't last 4 months in the real world.

It really sounds like the OP is just jealous. They should probably be transferred if they cant handle the work.
