I guess this is a problem at all stores. They are a boatload of shopping carts behind my local Kroger.

I am only getting a few things and not getting TP PT and Dogfood. It is almost impossible now to even find a small shopping cart. And they all are hard to push it's like the wheels are too tight. How is Kroger going to address this?
