I have managers who stalled my Ethics Point for more than 1 month and then told me "please make reports early" and told me all the protocols.
This just means they are not willing to solve it unless they blame you. HR also reads the report depending who is involve or if the manager does not want to solve it.
In a nice way, best to look for different company to work or leave the issue. My issue was never solved.
If I call Ethics Point, can they escalate the issue to above the manager? My manager is counting on me not following up.
It depends who is calling your call. Depending on the employee whom is willing to listen and reports your call-he or she WILL ASK your contact information. I've read on a post here that the employee forgot to hit the "anonymous" option including giving the key number to check the online status.

She is protecting a fellow manager-and that is why she is stalling on taking action on my legit complaint. I *did* call Ethics Point this afternoon to ask a general question and they said they *could* escalate it above the store manager but I would need to give them my permission

That sounds like you're going to be put to blame. People gonna use " I don't remember" it was so long ago.
