Why is it so hard to get problem managers out of your store/fired?

I work in the Local 1996 Atlanta GA area. We have one woman in our store that has racked up SO many complaints and last year someone took her to court for what I believe was harassment. Our co-manager can't stand her and I notice our store manager takes his time in responding to her inquiries on the walkie....
